I noticed on FR24 that during most of the SFO morning bank, there is a queue of almost 20 aircraft lined up all the way to the Sierra Nevada which I would imagine makes it difficult for pilots landing at OAK to find an opening. Correct. Nothing can be scheduled to depart (the gate) after 2145. But if a flight is delayed, it can apply for permission to depart (the runway) between 2200 and 2230.

Absolutely! Just because the curfew rules of any particular airport usually contain quite a bit of small print. More often than not exceptions may be tolareted for delayed operations.
