If there is ANY evidence that these non-flyers bring additional revenue in parking and concessions, AND they apply in numbers that exceed the 100 limit and might affect guest wait times, then there is solid justification to add additional resources of lanes, equipment, and staff ot0 accommodate them...

I still don't understand this allergy thing. If I go to a restaurant, which is an enclosed space just like an airplane (some bigger than planes, some smaller) and I have a shellfish allergy the restaurant doesn't stop serving shellfish. They just don't serve me shellfish or prepare my food with it....

Non-Aero revenue generation, pure and simple. All airports think about this - the problem is in the additional wait time to the flying public at checkpoints staffed for flyers. If an airport can handle the extra load without impact to wait times for pax, why not.
