As an ATC I have seen this before when pilots are trying to figure out exactly what to do without it being an emergency situation. Looks like they've either remedied the problem or are debating what to do before continuing on with the journey or returning to JFK.

Did a bit of digging with the only concrete picture of that tweet which is the Qantas logo with the wings. Seems like they're using the first ever logo that Qantas adopted in 1930 before they merged with Imperial Airways.They're probably doing a modern interpretation of the Iris livery on the DH50s?...

The worldwide market is there for O/D travel to and from the Philippines. I think the best fix for PR would be for Manila to open up a much larger airport or upgrade the current MNL to have multiple runways.
