I think the only one of these still existing is on LA between AKL and SYD.
I think (based on zero fact mind you) that yes, as mentioned, due to language they prefer a tour PLUS if the Chinese government is having dramas with country X then they just say it is unsafe for them to travel there. When drama resolved, then suddenly country X is safe again.
