AFAIK, RA- registration is reserved for Russian (or Soviet) built plans, while VQ- is reserved for foreign planes.

Anyone can correct me if I'm wrong.

There's many of AF-KLM partners that are not in any alliance: Air Corsica, Air Mauritius, Aircalin, Bangkok Airways, GOL, TAAG, Virgin Atlantic, and WestJet. I don't see Air Corsica, Bangkok Airways and GOL joining.

It is a beautiful cabin, but that is not Premium Economy. Great improvement compared to their current cabin. It would be the LATAM equivalent of AA Main Cabin Extra, DL Comfort +, and UA Economy Plus.
