Those are the gravel deflectors on the nose gear and there is also a vortex dissipator which also protects from any foreign particles.This may help for better understanding:

Yes as told the reverse thrust is more applicable during the monsoon.Usually the idle reverse thrust is applicable for normal situation in order to prevent wear and tear on aircraft,during emergency situations full reverse thrust is used to decrease the stopping distance and prevent runway overrun.
