Probably easier and safer to simply land and wait out the bad weather than attempt to get an IFR clearance while flying low level. And yes, all Army aviators are instrument rated.

There are also two pilots on board. While passing off controls while flaring isn't really feasible or reasonable, it is for the other 98% of the flight.

Let's not overreact to what is an isolated incident.
