Listening to that recording as a controller...that controller is horrific. "Turn southbound" is not phraseology to use with an IFR jet...particularly a known foreign pilot...besides missing the incorrect turn direction.

The aircraft was parked in a hangar during its stay at BVI. Potentially to keep the aircraft out of the elements from Hurricane Sandy. The aircraft did not leave between its inbound and outbound flights.

HGR and LNS are already EAS cities that, I believe, are losing their EAS eligibility. So it really has little to do with US Airways. US Airways just happens to be the Express banner flying to these cities.
