1.) I haven't flown an approach like this in a while, but If the airplane is all ready direct Coose then the approach clearance is valid. I don't know if an RNAV airplane could just be given a waypoint like that with an approach clearance.

2.) Yes, because you are on an "initial approach segment"

Also depends on the CRJ. Some of the older ones have a different wiper on them. This creates alot more noise. The newer ones are quieter but still not very good. The 700/900 are quiet enough you don't really need headsets.

If it was weather related, they can fly over scheduled flight time, as long as they have a min. 8 hours rest in the previous 24 hours. This is called "beyond control of the certificate holder"
