I've good experiences with KLM's service towards people with disabilities. My grandmother is disabled (wheelchair) and KLM as well as AMS and most US/Canadian airports are very wheelchair-friendly!

It's the captains decision to turn on channel 9 or not. It can have multiple reasons to not turn on channel 9. Asking the captain (via a f/a) can help, but on some flights the captain just refuses to turn on channel 9!
