In my agency alone, you'd be looking at at around 200-250 staff at the SES level, you also have some senior EL2 level staff with national responsibilities. Bearing in mind there are around 20,000 staff in the agency.

This could have been much worse. The crash happened around 9AM, the DFO shopping centre (outlet mall) that the plane crashed into opens to the public at 10AM, and is normally very busy, it's normally madness on a weekend there trying to get a parking spot. The shopping centre is on airport property....
