I suspect the delay may be due in part because they may still cancel the RERP program and buy more C-17's or some other platform such as the 748 instead. They will leave that decision to the new President.

According to this article and others - there is still a pending <acronym title="Meridiana (Italy)">IG</acronym> investigation that needs to be reviewed before they pick a winner. After all - they could end up awarding the contract to a company which was later found to be guilty of violating procurem...
