The A330 and A340 have a common wing, so the tank is there in all models, but on the A333 it wasn't sealed or plumbed in, it would cost more to build two types of wing then to just include the tank. It's part of the structure so there wasn't really a weight penalty to leave it empty.

I don't think they do anything, while the law does require a headscarf the authorities on the ground are rather more relaxed about such things. I suspect night stopping crews do carry scarfs with them for when off duty. Generally the aircraft is subject to the laws of it's country of registration so...

Something I've wondered is how they are getting it to BM, does it get dismantled for transport and rebuilt on site?
