Most extremely tall buildings are built in crowded areas with extremely high real estate prices. The population of NZ is less than 5 million so there's plenty of land to expand. I wouldn't be surprised if the charge was reduced to manslaughter. I don't see how they could be convicted of murder, to be convicted of murder you have to prove they intended to kill him.
