I believe that the standards for which a particular photo is judged against are changed depending on the rarity of the photo. Are you using a mirror? It looks like it sends out a horizontal beam that is reflected back by the mirror, since its also reflecting the beam back onto the device itself.

Maybe it is required so that if they encounter an accident on takeoff or landing, the passengers can see what is outside the aircraft before they evacuate. (Such as fire, obstructions, or other hazards). That way they quickly evacuate in the safest direction without bogging down other passengers.
