This is pretty extensive, not a tweak. Not sure what limiting ANC/SEA/SFO from AA code sharing once you go beyond overlapping routes is supposed to accomplish? What regulators would need to approve a Copa / Avianca merger besides just Panama and Colombia? Seems to me those two have a ton of overlap.
