I would agree that the need for MCAS could have been ignored in this case. The stick force regulation could have been waved so that an extra layer of complexity was not added. Even with the controls getting lighter I don't believe any pilot would have actually ignored the other stall warning system...

I don't disagree - the Root cause of MAX grounding is MCAS crappy design - and it should be grounded as the assumed state of Pilot Proficiency does not exist to handle an emergency like MCAS.
