Only thing I can think of that sounds like that would be Rosetta Stoned off 10,000 days. Far as I can tell, Tool has few rare songs floating around, none of which are instrumentals. Are you sure beyond a doubt that it's Tool, and where did you hear it? I'm very interested to hear this now.

There really has been a lot of criticism, from both sides, albeit for mostly different reasons. See 'America Alone' by Stefan Halper and Jonathan Clarke for a pretty good critique by conservatives; also the latest book by Francis Fukuyama.

'Foreign Policy' is a pretty reputable magazine.
