At the risk of sounding morbid, outside the security at a large busy airport is probably one of the best (so to speak) locations for a mass shooter seeking the maximum number of victims. Few if any other public places have such dense concentrations of people. I don't see any easy solutions.

What really causes headaches for cruise lines is when ships on Caribbean cruises go out of service at any of the islands. A non-insignificant percentage of the people on these cruises refuse to fly, so other cruise lines have to be enlisted to return the stranded travelers to the home ports.
