In France an ex-president has an automatic seat in the Conseil Constitutionnel (same thing as US Supreme Court). That can lead to funny things because here the constitution is not as important as in the US, so if an ex president doesn't like a new one, he can try and succeed to kill his laws.

Doesn't Bush have some kind of illness that make him speak like he does ? Maybe linked to his alcoholism ?
