There is always a V1, but in your case, V1 and Rotate (Vr) are the same speed.

On a 737, you may have V1 152 Vr 152 and V2 168 or something like that.

In plain English, you can abort the takeoff all the way up to rotate speed.

Hey, Emirates could, well, pull an Emirates, and order both the A350 and the 787. 787-910 to cover shorter regional flying and replace 772773 non-ER and A359 to cover the slightly longer legged regional routes.
