Videns, It depends, LM has off the shelf systems that can be installed fairly cheaply (well compared the the billions that the FAA wastes away with little results). Mostly it comes from the military perspective that they want something that is off the shelf. They don't want to wait for extensive R&D, they want an aircraft that only require a minimal amount of time spent developing new technologies and perfecting them.

I believe that they are doing this as a sort of reverse psychology. Because Bush is more likely to have a showdown with them about their nuclear weapons programs, than Kerry is.
So by supporting Bush they make him look bad, and make Kerry seem better.
