Either allow tilted camera angles for esthetic reasons or reject them all. Using Exitrow's observation, this one is obviously tilted (I don't mean intentionally). If those shots are to be allowed in the database, I think the photographer should mention that he tilted the camera. Otherwise some viewe...

None of those! With a $1000 budget, I'd get a Canon 300D or Nikon D70. Nothing beats an SLR. The extra 2mp you get with those compacts are not as important as the versatility of an SLR.

The plane has to fill the frame unless you have an interesting background (dramatic sky, city skyline, more aircraft...). I don't the house in this case adds anything to the photo. Also try shooting the front rather than back of the aircraft.

If the original is bigger than 1024X you can crop the window.
It won't make it as it is. 1-It's too small (minimum is 1024X). 2-the wing is oversharpened. Strat from scratch and apply less sharpening.

From upload page...

The photos must be 1024x768 pixels or bigger and of high quality

If your photo is wider than 1600 pixels or higher than 1600 pixels (recently increased from 1024) it will be downsized and that might lower the picture quality.

Yes, it's normal. Your autofocus is "hunting". Most camera/lens combos loose autofocus with a 2X teleconverter but they keep trying to focus anyway.
