Ryan, Are you using the dodge tool at 100% opacity? You can adjust it from 0-100. I suggest using an "airbrush" technique. Set it low, say 20%, and layer. Don't go for 100%. It's almost always too strong. Keep in mind that when you dodge/burn, you can also specify if you want to affect the highlight...

The "waviness" of the cheatlines is most definitely due to refraction from the thermals eminating from the runway.
