You can edit the registry and install Windows 11 on machines that don't have supported processors.. There is also a scrip out there somewhere to skip the tpm requirement. I installed it on my unsupported laptop via install media and it works fine.. Although I haven't noticed anything great about it...

Yeah the only reason it can be argued he should have checked is because it's easy enough to do.

If instead he was given a prop rocket launcher, was supposed to pull the trigger, and told the rocket was a dummy, we wouldn't be arguing he should have checked the rocket or the electronics or whatever.

The "government not buying it" is a very strong incentive to have reasonable prices. The drug might not even get authorized otherwise, so even a rich person couldn't get it, short of travelling to a country where it is available.
