Oversales In EU, Seeking Volunteers?

I'm familiar with the way that US airlines look for volunteers in an overbooking situation, but can anyone enlighten me how it happens in Europe? i.e. Do they look for volunteers as they check-in, or do they hold an 'auction' at the gate?
