Second Tanker Protest With GAO

There is a second tanker protest over the KC-30 award, aside from the one Boeing filed. This is from some little outfit call NA KOA and they wanted to use the 747-8 as a platform. Boeing said "no" and NA KOA filed a protest with the GAO. This is the first anyone has written about this.

Personally, I can't see this protest getting anywhere. But, Leeham's article does pretty much lay to rest Boeing's "The AF told us to bid the KC-767" bitch.

Don't be so quick to discount the NA KOA bid if the Boeing complaint is upheld. True, asking a competitor to provide an airframe for the same requirement is a little strange, but read the article. They do have as good of a beef as Boeing.

A complaint upheld situation for Boeing could turn this into a cluster..... if not handled properly. (And what gives anyone any hope that it would be handled properly?)

Well, we have at most just over two weeks to wait.

It's been suggested that Boeing has two chances - slim and none. Slim has been seen saddling up his horse.  wink

Funny, that's what they originally said about EADS winning the contract in the first place. The GAO is there to give cover, nothing more. This issue will be decided in Congress.

Absolutely correct. It will be Congress that makes the final call. The GAO can only make a recommendation and even IF the USAF attempts to abide by the GAO's decision, the members of congress supporting the losing side will fight it until well into the fall elections.

A split buy seems the best compromise to avoid that fight.

I am not sure I agree with that but if they do will EADS go for it? Would they still build an assembly plant in Alabama? I think a split buy is a losing proposition for both EADS and Boeing but EADS would need to either go ahead with the paint....er assembly plant and hope they sell lots of A330Fs or figure a way around the exchange rates.

This has seemed to be the final outcome since the award despite assurances that it will not happen. NG might not be as happy as EADS, but in the end I believe that EADS would see this as the foothold that they have been seeking. It also sets a presedent for all of the future tanker awards.

Finally, they would probably use this foothold to further their attempt to build interest in the A400.

Correct.

Obama will cancel the entire KC-X program in his massive defense cuts.

McCain will not want to be scene as the guy who bought that "French Airplane" for the USAF, he also doesn't want the Boeing proposal, so the KC-X program will be cancelled and become the KC-Y program in 2015.
