And the problem is they can't dump the current RFP to write a whole new one or they face having to deal with a couple new laws that came in since the first one. Which would likely make the EADS sourced KC30 not capible of winning.
So they are stuck trying to bend the current one enough to get that square peg in the round hole.
It will be interesting to see if Boeing protests the re-written RFP.... what the outcome will be.
