PVD was/is an instrument in limited commercial use for centre line guidance in extremely low visibility. The PVD has not been installed in fighter aircraft and probably never will be. There's not really a need for this in fighters as they don't have Cat III autoland capabilities and to takeoff in extremly low visibility with no chance of landing at the point of departure is sort of self defeating.

I guess that HUD is the standard and is far superior for low viz T/Os and landings than PVD.

That's the simplistic view of HUD use in fighters. For a precision approach one still needs an ILS equiped runway or for the military, a GCA facility. If neither of those are present a HUD has deminished value for low viz approaches.
