It is easier I believe to build military spec 'stuff' into a new airframe and load it full of passenger amenities at the same time, than it is to take a second-hand pure passenger frame and retrofit it with all the military bits and pieces needed to turn an A330-200 passenger jet into a refuellable and tankable A330-200 MRTT.
