The plane, a C130 Hercules, was trying to land in Jolo island in Sulu province when it overshot the runway. Seventeen bodies are said to have been recovered from the crash site at Patikul. RIP

Last I heard there were 50 survivors and 31 fatalities.

Number of news sources saying either 49 or 50 fatalities. (Al Jazeera, CNN, Philippines news Agency) 3 were on the ground. According to PNA:

A statement from the regional military force, Joint Task Force Sulu, said "a number of soldiers were seen jumping out of the aircraft before it hit the ground, sparing them from the explosion caused by the crash".
I find this hard to believe, or at least doubtful that they survived. Surely they wouldn't be landing with an open door.

Crashed C-130H was serial number 5125 (also c/n 5125) which had been 87-9284 in the USAF. Last noted with the 95AS (AFRC) at Pope, before that it had spent most of its life at ORD with the 64AS (AFRC).

It is very tragic for soldiers to lose their lives in this way -- not having a fighting chance and without even reaching the battlefield. As of last count, there were 49 fatalities plus 3 more on the ground. 
Those poor souls cannot rest in peace until the military's acquisition and training programs are set right. More information in the blog report below.....

Also, a new Bell 429 with the PNP Chief on board figured in what could be a "brownout" event in March 2020 -- luckily he and his companions survived that one.....

Much earlier, a newish S-3A Sokol of the PAF crashed too. As usual, lawmakers are again launching an inquiry into the accident.

Nothing I know about military. If CAAP is in charge for civil/commercial planes, who leads the investigation for military ones? How will it affect the ongoing investigation of 3 choppers that crashed while the C130 being the 4th unfortunate event for this year?

I don't know about the Philippines specifically but in most countries, the military has their own investigators. They can ask for help from civilian authorities, of course.

I wonder if these Hercules, Blackhawks and other military aircraft in Kabul were in better condition (before being rendered useless) than the crashed PAF C-130 and UH-60

With regards the C-130 crash that killed 53 individuals,50 of them military personnel, Lorenzana said ‘defective instruments and systems’ were to be blamed for the air accident.
“Plus of course, the reaction of the pilot which was not also appropriate for the emergency (situation),” he told lawmakers.
On the newly-acquired Black Hawk, Lorenzana said investigators pointed to bad weather as the chopper flew on thick clouds.
“Nakapasok sila sa clouds, nagkaroon ng vertigo ang piloto (they got inside clouds, the pilot had vertigo. This is more on the systems of the aircraft and weather interference” he explained

Must be very convincing...the decision on DND's requested budget for 2022 hangs in the balance.....

They're requesting a budget of almost $6 billion for 2022, hopefully it gets approved as the Philippines has a lot of catching up to do to be on par with neighbors.
