Wow that's expensive. That's just under $70M each .. a non-ASW Blackhawk is closer to maybe $35M.

The contract includes development costs, training and maintenance for 10 years. Is this included in your Blackhawk figure?
The civilian H160 for the police will cost €200 million total, or about $23 million each. I assume that this is the fly-away cost. The H160M doesn't add that much that would justfiy a 3 times higher price.
The development of the H160M (i. e. militarization of the existing civilian H160) was awarded to Airbus in 2017 already, with deliveries originally planned to start in 2025. This is just a confirmation of the previously expressed intent to buy 160-190 helicopters.
The late delivery is likely due to the rather extensive modifications. The army wants sand ingestion protection, the navy requires systems for deployment on boats and the air force has asked for refueling capabilities (not sure if these are still part of the package), and many other features that aren't included in the civilian variant.

It's a small surveillance radar that can also be employed on UAVs. The French air force reportedly wanted AEWC capabilities; I assume that this radar will be used for it.
