Happy New Year! FIrst post ever for me. Anyone have the delivery information on these tankers? I'm talking about the paperwork transfer date, that you USED to be able to see on the BOE website. I know the "delivery date" for the P-8A Poseidon is the date of first flight, but I can't find anything similar for these 767s. I can find the day it flies away on "delivery" to the USAF, but that's not the date to the "BDS USAF Tanker Program". Any help is appreciated!!

I don't know how they do it today, But when I was in the The USAF did not 'officially' accept a new airplane delivery until it was on USAF property (its first assigned base) and it was accepted by maintenance. Only then was the aircraft considered 'delivered' by the USAF and the check to pay for it was given to the OEM. However, if there was an accident while it was flying to its assigned base, with a USAF crew aboard, the USAF still had to write the check for the airplane.

While most civilians would think how insane and non-sensical something like this is those of us were in the military just shrug our shoulders and say "Yeah, I can see that happening."

And 15 more today, not bad for one week in January. What I find quite interesting is this is the 232nd modification to this contract. Total obligated is now 16.2B+1.7B+2.12B = $ 20B and 94 in total under contract, about $ 213M each on average.

The Boeing Co., Seattle, Washington, has been awarded a $2,124,531,149 modification (P00232) to contract FA8625-11-C-6600 for Lot 7 production KC-46 aircraft, subscriptions and licenses and G081 flat file. Boeing fixes two (until now) unknown cat 1 deficiencies :

- The first problem was with the APU’s duct clamps, which are used to join sections of the APU bleed ducting.
- The second problem was with the APU’s drain masts. There were quality issues with the spot weld that could potentially cause a piece to break off the aircraft.

On top of that : the Air Force does not plan to increase the acceptance rate of the KC-46 to more than two aircraft a month because it is not operationally tasking the new tankers.

The embarrassing setbacks that have become an all-too-familiar aspect of the next-generation tanker program were also highlighted yesterday in an unusually candid tweet from the U.S. Transportation Command (USTRANSCOM), which admitted that problems with the tanker put “America’s ability to effectively execute day-to-day operations and war plans at risk.”

Amazing that even as of now it will take another 2 years to field (or begin fielding) the remote vision system 2.0 final version. They’ve had something like 8 years already to figure it out/start over and it’s obviously not done yet. Somewhere, in quiet corners, I bet some former NG KC-45 folks are chuckling at the saga.

Perhaps. A better bet would be they are relieved to have avoided a potential disaster and happy to be working on the B-3.

The second JASDF KC-46A, L/N 1238 ( VH402), ordered in December 2018, was scheduled to be moved out of the Everett factory at February 21 2021.
Registration and serial number are still unknown.

USAF take 2nd digit of fiscal year with last 4 digits of serial, so 18-46056 has tail number 86056, 19-46057/8/9/60 should be 96057/8/9/60 not 16057/8/9/60. 19-46063 was photographed being towed into the EMC on March 30 wearing correct number 96063.

Strictly speaking the paint job is fine, it's the serial decal application which is messed up.

Wait,

If the second digit was a zero, wouldn't they have to use something else as leading zero often causes problem with many databases.

It would make sense for them to skip 2020 year.

As for making the same mistake on 4 airfames, I am highly skeptical as each serial number is provided by the Navy and the engineering documents for painting the number has to be reviewed and approved through multiple sources. A mechanic does not just paint on the any number that he may get from a list.

Even if it was painted incorrectly, DCMA should have caught it on the first airplane (even if Boeing QA did not).

There are plenty of US mil frames with a leading zero, or even 2. Also, as mentioned 63s number has been applied correctly and that is FY19 like the others so that makes it clear all those frames have been labelled up wrong.

19-46071 will be the last FY19. 20-46072 is the first FY20.

it finally seems that the number of KC-46's lounging around PAE is dwindling. Really only 5 of the early frames on the list still to be delivered. Are they reworking the flight test aircraft for the USAF also, they have been sitting a long, long time.

BOE469 19-46058 coming back to BFI from AAR testing with 462 as I write. Anyone at BFI to spot it to see if it's had its correct tail number applied yet? Should be without sticker now. Was 16058 at PAE back in January but should be 96058.

A number of articles about the KC-46. At the same time it has been quite silent about progress toward resolving the deficiencies - Remote vision, the wing pods, and the boom force all should have been resolved long ago.

The boom issues suggest a bigger SNAFU than I have seen previously acknowledged:

"The KC-46A’s refuelling boom is too stiff and thus not able to extend or retract while in contact with an aircraft receiving fuel, says the Inspector General. As a result, recipient aircraft pilots have to make large engine power corrections, to adjust their aircraft’s position forward or backward to maintain contact with the refuelling boom......

the USAF imposed operational limitations on many of its other aircraft, allowing the Boeing B-52, Boeing C-17, Boeing F-15, Lockheed Martin F-16, Lockheed Martin F-35A, Lockheed Martin HC/MC-130J, McDonnell Douglas KC-10, Boeing KC-46A, and Boeing KC-135 receiver to refuel in limited conditions only.......

“Had KC-46 programme office officials effectively managed the development and testing of the refuelling boom for the KC-46A tanker, the Air Force would not have had to spend an additional $100 million for the redesign of the refuelling boom to achieve the required performance,” the report says. Retrofit work is not likely to start until January 2024 and will cost the service even more, it adds.

Not bad for the drive.

Dumb example: say a KC-46 is gonna refuel 2 4-ships of F-15s: the boomer selects ‘F-15’ on his/her mission screen so the BCU knows its limits (21 degrees right, 15 left, 25 up and 40 down). Only problem is the AF testers say the actual limits are something like 17R, 12L, 27U, and 40D. Boeing thought “it’s basically a KC-10 boom, so it’s limits will be the same, right?” But it’s not and they’re not. No biggie: the boomer just manually inputs those limits and tanks the first jet in the queue. Not great, but whatever. The problem is when the second jet lines up: he/she again has to select ‘F-15’, because it’s a different receiver than aircraft #1, and they must manually input the limits. Again. For every. Single. Aircraft. This all takes time. Not to mention fine-tuning the scene on the RVS to have a workable view of the receiver.

Idiotic human factors engineering, and that sort of stupidity is all over the jet. But hey, the oven works like a champ!

Cost of spares in question...


“They’re trying to recover some of their costs on the back end, and they’re starting to recover their costs basically on some of these spares,” said one government official with knowledge of the contract discussions.

One part in particular now costs 15 times what the Air Force previously paid for it, the official said.


And Boeing's attempt to explain a 1500% price increase...

"...is due to significant shifts in prices for aerospace spare parts over the last year, driven by unprecedented challenges to the commercial aerospace market.”

How do you expect a company having to commit by contract to a number they can't really appreciate what it would cost them given the vollatility of the market ?
I'd take some margin, like they probably did.

OK, I'll stand down on this one.

No, I don't have access to any data (including Boeing's markup). If better informed perhaps I should have levelled my criticism at Honeywell. Or at their suppliers. Or at the worldwide practice of defence companies indirectly soaking the taxpayer (It's national security so we can get away with raising margins.)

Could it be the contract for these lights on the production line were done years ago in a decent batch of say 30 items. This spare parts list could be buying just a half dozen and isn't bound by a years ago order. As Lightsaber always notes, there is a need for 25 or more parts in an order.

Boeing has been stuck paying out of pocket big time for a lot of things, many that they screwed up. However, the incentive to maximize revenue every chance possible has arising - just to offset what they have eaten elsewhere.

I have to laugh where the media brings up that Boeing lost another $ 500M on its $ 5B contract. They seem to forget that the original contract was for the Design & Development, but all the follow on orders are at around $200 M each. So it should be losing another $ 500M on its $ 25B contract. Still not good but gets the perspective right.

Yes, the KC-46 is a fiasco financially for Boeing, it should have been a good program, but it seems there is always an eternal screw up.

Yes, the there are many reasons why a part may cost 10 times as much and quantity of orders could be one of them.

Adding on to what Stitch stated above.

The number of spare parts the Air Force need to buy depends on the MTBF of the individual parts. Consider the old nav lights on the 767. If it was not LED, then the failure rate would be higher, they would have to stock/buy more, so the per part price would be lower although the total life cycle cost (including down time for the replacement of the burned out bulb) might be higher

With the LED's the higher MTBF, they would have to stock/buy fewer, thus the per part price would be higher (not saying it should be 15 times higher).

The other context is Boeing would need to support 1000 767 where as the Air Force only need to support 200. So Boeing would probably get a better per part buy than he Air Force.

And while Boeing is putting up a brick wall on their commercial pricing, it is really not to protect their spares margin for as clearly shown, the Airforce or any airline can find the information for themselves. Their brick wall is to protect their Commercial Derivative Airframe pricing.

That is why context is so important.

Sone more insight on the world of spares

It is a given that Boeing has a global network to deliver the spares timely across the world.

For something like a 767 or 737 part, it may be faster to let Boeing ship the parts to various airport instead of trying to ship the parts themselves. Just look at the recent report on the P-8A mission readiness at Sigonella. Their mission rate was low because of lack of spare parts, thing like O rings that can be shipped over night for any commercial airline.
