Canada Wants To Sign Kyoto Pact

The Canadian PM Jean Chretien announced today that the canadian parliament will vote on ratifying the kyoto climate pact by the end of the year. The parliament will probably ratify it, as the government party(ies?) has the majority of seats in the parliament.

IMHO it's great that more and more countries understand how important it is to save our environment. Russia also intends to ratify the pact. Maybe the little cowboy will understand it one day, too...

There are political considerations at play that are more important to the Liberals than just concern for the environment. Quebec and Manitoba are home to hydroelectricity exporters which hope to benefit from Kyoto.

The former, a bellweather province with 75 seats in Parliament, is strategically important for the Liberals to hold on to power (or at least prevent any opposition party from forming a majority). The latter isn't as vote-rich, but is a politically competitive environment where no single party dominates (five Liberals, four New Democrats, three CAs and two Tories), and strategically useful as a western foothold.

Well, Canada is welcome to sign it. That's their perrogative, as a free, independent nation; just as it's the US's perrogative not to sign it.

It will benefit the US to have Canada sign the Kyoto treaty, if you ever drive in Southern Ontario along the US border you will know why.

Chretien is very coy, of course not surprsing at all. Look at it this way, Chretien wants to sign, Alberta does not. Alberta has 26 federal seats, the Liberals have 2 of them. Ontario has 103 seats. The Liberals have 100 of them. Now tell me, do you really think Chretien would be such an environmentalist if the oil sands were in Ontario? I think not. But Chretien decided to retire and also gave himself 18 months to coast along until he does retire. He doesn't have to worry about his reputation, or getting re-elected or the after effects of signing on to Kyoto becuase he won't be there to care. It's his choice, and I guess he wants a legacy and Kyoto to be part of it. I hope though he doesn't get too greedy and do anything too irrational that could hurt the Liberal party later, at the next election, i.e. when he's no longer there to take responsibility for what he does. It's pretty nice for him I guess, he can do what he wants (within reason) and not really have to worry about the consequences. I guess those are the benefits of retiring "on margin", so to speak.

Sort of an off-topic question, but how many countries have ratified Kyoto? I've heard that it's a little under 100.

What about signatories? I know that's a much larger number.

Has the US at least signed it?

Australia has still not signed on to it and they're very reluctant to do so.

And no, the U.S. has no intention of signing...at least under this administration.

Since Kyoto in all likelihood will screw my cities economy. I will stand by premier klien and denounce it.

Don't get me wrong, I like the whole point of the Accord. Just not what it will do to the economy of my home (Oil and Gas).

I have to agree with JAT and Westjet_737. I too support the idea of better environmental practices but this program will do more to destroy Alberta's economy than the National Energy Policy of the 80's. Chretien is once again trying to make his legacy look good, and not stink of the corruption and scandal that have marred it, Shawinigan anyone?
I support Ralph Klein 100%, maybe Alberta can separate and join the States, then I can get a nice cozy airline job, ahhh yes, that would be perfect.

PS- We would never see this from Chretien had Quebec and Ontario been the big oil & gas producers in Canada.

Of course not. Chretien is a politician. That's what politicians do: dance with the one that brung them. Every would-be prime minister, premier or mayor in the country would do the same.

Knowing the sophistication of the Liberal political machine, they've probably hired a consulting firm to load census, electoral and polling data on every province, city and federal riding into a computer, then get them to run best-case-scenario and worst-case-scenario simulations of what could happen in an election if they do such-and-such.

If so, the simulation is probably telling them that endorsing Kyoto might prevent the NDP from siphoning 'soft-left' votes in some marginal urban ridings and help them cling to a few others in the hydroelectricity-exporting provinces. And if they reject Kyoto? They pick up some votes in ridings they would still have no hope of winning, while losing some votes in marginal ridings.

When it comes to politics, there's no such thing as 'too cynical'.

Canada should NOT sign this! It is a recipe for economic stagnation & inefficiency. Well, what do you expect from a socialist tax-and-spend knucklehead such as Chretien?  Yeah sure

This will seriously hurt Alberta's economy

There are better ways to support the environment.
I dumped at the gybe mark in strong winds when I looked up at a Porter Q400 on finals. Can't stop spotting.

I'm glad that the US is not signing the pact as it would lead to increase energy costs and would only hurt the already weak US economy. I would like to protect the environment too just not at our expense
