It should be spelled (it's written in hirogana):
い - i
ち - ti
の - no
せ - se
か - ka
ず - zu
ひ - hi
さ - sa
Thus it is spelled:
"itinose kazuhisa"
Not sure what it means though, but probably now it will be easier for you to get translation since probably there are some people who knows how to talk Japanese, but doesn't knows how to write.

Looks like a name to me, should be transliterated as Ichinose Kazuhisa (Ichinose being the family name,Kazuhisa the given name). For the meaning and gender we would need to see which Kanji is used.
