Elgar £20 Note Will No Longer Be Legal Tender

£20 note will no longer being a legal tender in July.
Anyone who still has the old £20 note with the image of Sir Edward Elgar, spend them quickly because you just don't know where some of these £20 note goes hiding. After June 1 if a bank or building society refuses to swap a note, consumers have the right to swap the notes at the Bank of England.

Shouldn't the Bank of England mandate that bank or building societies do the swap?

It's not their note, not their responsibility. If the Bank of England wants to honor all different notes going back to before WWII, which apparently there are quite a few of them, it should take on this hassle itself and not impose it on others.

Except that these Banks operate with the authority of the Bank of England and are provided their currency by the Bank of England. Banks in the US MUST accept legal tender. If it is out of circulation, they merely turn it in to the Treasury and are given new notes.

Ah well, just as well I'm poor otherwise I'd be annoyed about this.  

I do hate the newer £20 note though, it's like Euro/Monopoly money.

Why is the UK ending the use of this note? Is it too easy to counterfit? Some politican wanted to salute someone else on the money?
