Always depends on the assets that you have, compared to the liabilities. However, that is a whole lotta money. Most of it must come from the stadium. If they go to the second league, they'll hardly have the income to serve their credits and pay a decent team.

I'm not talking about Raúl. Schlacke paid nothing for him, he will be 34 next summer. The problem is rather that players like Neuer, Höwedes, Jurado, Rakitic, Farfán, and Huntelaar - like all others - can leave without Schlacke getting a single penny for them.
