They can but they find it more productive not to. Better to keep them open and use them to try and learn as much as possible about ISIS, its plans and followers. The NSA or CIA have probably hacked into some of them to find out who is accessing them from where.
Besides these web sites aren't advertised on Google. URLs are exchanged in person or by text or Facebook etc... Shut one down today and it'll be back up tomorrow elsewhere. Within a day or two everyone will know about it. Everyone except law enforcement that will have to wait until an informant tells them or the NSA intercepts and reads the right text or the FBI listens in on the right sermon...
