Which Software To Use For DVD Menu/disc Creation?

I have for many years edited and created videos & DVDs using Pinnacle Studio editing software. (Versions 9, 11, 12, 14, 15, and now 18.)

However the oldest are obviously obsolete, and the newer ones have all developed technical problems.

Version 15 is great for video editing, but has a rendering and burning problem when creating discs.
Version 18 is fine, but only supplies one standard setting for DVD creation, which provides average video quality on the disc at best.

I have been in contact with online support regarding these issues, but frankly they appear too incompetent to help or even understand the problem, despite my best efforts.

So I was wondering if anyone out there could recommend a software that allows for basic creation of DVD menus and burning this to a DVD disc?

The program would not have to include a video editing function, as I can still do this using my Pinnacle Studio programs.
However it would have to allow the following details:
- Adding text, buttons and video thumbnails on the menu.
- Adding music to the menu
- The possibility of adding "chapters" to the DVD project, as well as a "return to menu" marker.
- The possibility of burning out discs to a good quality setting, preferably with a "custom" option.

Can anyone help with this?
