Video Quality Problems. Help Needed.

I'm having some trouble with the quality in the videos I'm currently shooting with my camera.
This didn't use to be a problem, but lately (possibly since getting my current camera) I notice all my videos develop an annoying blurry / seeing double effect, when the image is panned across something.
The undesired effect can be seen in this screenshot:

Sorry there is no hyperlink, just good old cut and paste. I suppose that kind of thing is a no no in the forums, but it really helps to look at in order for me to explain the problem.

I'm wondering if it has anything to do with the frames per second setting. (25fps in this case, which can not be changed on my particular camera.)
However I looked at a video clip from a few years back, different camera, which was also shot with 25fps, yet had no problems with the panning. It still appeared sharp during movement.

Can anyone help explain this to me, so I can sort out the issue?
