Phoenix - Loop 202 South Mountain Freeway starts construction

On August 19, 2016, a federal judge dismissed the lawsuit to stop the Loop 202 South Mountain Freeway. Even though those against the freeway plan to take the case to the 9th Circuit Court of Appeals, this hasn't stopped ADOT from giving the green light on construction of the South Mountain Freeway, which has started as of this past Monday. This is the first project in Arizona built using a public-private partnership, where a group of developers known as Connect 202 Partners is responsible for the design, construction, and maintenance for a 30 year period.

This will be an easier and faster way for those in Chandler, Gilbert, and Queen Creek to get to the West Valley by bypassing Downtown Phoenix traffic. If the 9th Circuit doesn't grant an injunction to halt construction, the freeway should be complete in 2019.

This is a bit concerning, since the 9th Circuit is historically one of the most liberal circuits in the U.S. Court of Appeals, and it is rather unfortunate that Arizona has to be part of it. Governor Doug Ducey even wants to leave the 9th Circuit and either join the neighboring 10th Circuit, or create a new 12th Circuit with other non-coastal 9th Circuit states; some broader proposals for the 12th Circuit would even take every state from the 9th Circuit except for California and Hawaii.

Apparently, you haven't been paying attention to the 9th Circuit lately. Funny, how the USSC has upheld the 9th Circuit rulings on firearm issues.

But that’s not how it seems to be turning out. Instead, the 9th Circuit seems to be growing more centrist. This conceptual distinction can extend to judicial philosophy. Many Carter judges see their judicial responsibility as fostering justice overall, especially for individuals — even if that means working creatively around legal precedents. In contrast, many Obama appointees see a judge’s job as accurately applying established law as they understand it, even if doing so may lead to individual injustices.

Interestingly, ADOT already has its sights set on the future SR 30:

ADOT is considering SR 30 (another freeway between the Loop 202 South Mountain Freeway and SR 85) to be potentially built as a toll road. Since SR 30 is designed to provide relief to I-10 in the West Valley, if it is tolled wouldn't people just use I-10?

Phoenix metro residents will have to figure out real quick that no new major roads will be forthcoming soon. Now that Phoenix has hit a critical mass, they can't build their way out of worsening gridlock and had better start thinking of their transportation ideas than just more new highways.

You probably remember my color-coded light rail and streetcar system idea, right? I have it right here, plus an expansion of the bus system:

Oh, god, as if anyone could forget it. Your mass transit fantasy is never, ever, getting built in the next 40 years. No, if you get a job, you will be forced into sitting in traffic for 60 to 90 minutes per day, each way, if you decide to live in the 'burbs. No way around it.
