Recounts are routine.

Actual changes to the outcome are such extreme exceptions, though, that the preliminary result is practically certain to remain standing, and the current state of the counts plus the direction and size of the momentum don't leave much room for doubting the outcome any more.

Besides, Biden's lead in PA is already on track to grow beyond the automatic recount margin, so a recount requested by Trump would be at his own cost if it was granted at all, and PA alone hands victory to Biden.

Trump would have to beat Biden's progressively growing lead in PA to have any chance at all, and then he would need to also beat back Biden's leads in at least two of the other three decisive states at the same time.

Assuming that seriously strains any kind of plausibility, and even more so with each chunk of results adding to Biden's leads in three of the four crucial states, notably including Pennsylvania.

And even Biden's Arizona lead is not shrinking fast enough for Trump to overcome it before the count is done.

That goose is cooked, and the only question is how much dignity Trump will be able to salvage from this wreckage.

In close elections I don't find particular odd for it to take days to finalise the result. We had a state election (Queensland, Australia) 31 October. Even a week later there are still three close seats that haven't been determined, although it this case it won't change the outcome as Labor already has its majority. This is a much smaller jurisdiction with 3.2 million electors.

Cerification dates are written in state law, for WI and MI its November 23rd. All states have, no surprise, set those limits before the EC vote.
Since the constitution puts responsibility for elections onto states, this is pretty clear cut. Hence the USSC ruling in 2000 explicitly stating it doesn't set a precedent, as the circumstances where unique and not regulated in state law.

Federal law, not the constitution, sets the dates of the EC ballots.

The 12th and 20th Amendments changed the procedure from every elector submitting two ballots for President (the original) to every elector submitting one ballot for President and one ballot for Vice President. The 20th Amendment changed the date of the inauguration of a each Presidential term from March to January.

Hope this is a turning point, not only for the USA but for the entire West. You note issues specific for the USA and some don't exist elsewhere, but there are "Trumpian" figures in many Western countries and most are doing very well in elections. This causes countries to be divided internally, and the whole West to be divided.
Is Biden the person who can break this vicious circle?
