Naturally there's only x-number of jobs, but even experiments preferring local to migrant labor have seemed to fail. Can't remember if it was Arkansas or Alabama, but an agricultural company created a summer program and tried to hire local kids instead of immigrants, and found the attendance and work ethic of local teens to be lacking. The guy who ran it told the reporter something like 'some of them couldn't even hack it a full week, and quit before I let them go'. Have to dig that up if I can find it, was from the early 2010s.
