Must cost a bit but I guess they have benefitted from it in the past and continues to do so today

Aside from Arabia and Africa (where we're actually waging a war) all the other places are French territories. Subsidizing them costs much more than the military presence does. One day the massive EEZ might pay for this but not at the moment. There is probably oil offshore of Guyane but it will stay where it is.
