(after checking it was 10 weeks in 1975 and 12 weeks since 2001, but the first limit included the time from the end of menstruation to when pregnancy could be confirmed back then).
Apparently one reason to do it was that the limit can be much further along the pregnancy in neighboring countries so there is some "abortion tourism".
The limit is only for a "regular" abortion, it can happen much later for a medical reason (a physical medical reason, not psychological distress), hence why most Down's syndrome fetuses are aborted in France.
I feel this limit of basically the first trimester is pretty well tailored, the woman has time to decide to continue with the pregnancy or not, and the fetus is still far away from viability when aborted. I think it has greatly helped this law to be accepted quickly and be totally banalized. The other reason being the massive dechristianization of the country.
