The “rent a cop” was recently retired Buffalo PD who shot and hit the shooter several times, but in the body armor.

Another factor is the fact the was planning and deliberation about the act. Livestream footage show him pointing a gun at a white shop clerk, but then apologising for scaring him, and then leaving that guy unharmed to go kill more black people.
If he was “insane” one would have assumed he would have randomly shot anyone, but that act shows a level of thought, deliberation and decision making in his act.
