It is called European Peace Facility (EPF), an EU fund used to partly reimburse military equipment donated to Ukraine, from which Poland like other EU countries will get some money.

They're being nominally reimbursed on a basis determined by the EU for the donation of their military equipment. I'm sorry, but I don't see why it's an issue if they turn around and buy F-16s with the proceeds.
The Poles are in need of a strong influx of modern equipment given the Ukraine situation. I don't think Russia stands a chance in finishing the job, but instability in the region is a good reason to invest in a reliably friendly regime and NATO ally, despite their flaws as a democracy.
Would it be disingenuous for Poland to transfer a bunch of MiG-29s and then claim the build price of a 40-year-old platform? Absolutely, but worse things have been done in the defense trade. Any policy you craft is going to suck and have leakage, in this case, the economic loss is worth building up the nearest strategic partner to a more comfortable point of being able to defend themselves, or potentially lead an intervention in the case of the Ukrainian state failing, which is always a possibility.
There's plenty of mercantilist opportunity for an arms-dealing nation. Bulgaria, Romania, Poland, and more have all dipped into stockpiles. Many countries will be willing to invest a little more in defense and buy your tanks and planes - thinking Caucasus nations, Baltic states, Romania and Moldova, potentially a ramp-up in Finland. Lots of chances to sell Leclercs, Rafales, and export diesel boats to those countries, so don't worry Aesma.
