And I did not suggest they are...which is clear from the text you quoted.
But what DM are doing, is continuing to engage with an advertising entity who DM KNOWS is seeking to defraud DM customers...yes, they do know. Malware citing non existent infections or security problems ultimately intended to get DM customers to get their credit cards out is fraudulent. Rather than remove the advertiser, policy seems to be to remove individual URLs...which recent history has shown is entirely pointless as they will simply be replaced with new ones.
