I’ve been trying to send messages to a few users of the site but they keep getting stuck in the outbox with no obvious way to send them. I’ve used the private messenger here before with success but lately I haven’t had any.
Is there a new way to send messages? Do users have the ability to opt out and not receive messages or did I somehow get blocked from using that function of a.net?

The messages will sit in your outbox until they have been opened and read by the recipient of the pm.
The only way you would have been blocked is if one of the users you are sending to have added you to their foe list
