Probably the V2500 which can be found on the MD-90 and some A32X aircraft. I may be wrong though, but the MD-90 could make almost any engine sound like it is the quietest.

I am not too sure about the MD XX series, never really seen it in Singapore. I will vote the the baby buses's engines though. They are really keeping mum.

I belive the BR715 used on the 717 holds this title right now, although it is smaller than the V2500.

The quietest engins I've come across are on the CRJ. The APU is louder on those planes than the engines. Many times they have snuck up to the gate on the Gate Agents in PHL, myself included, We didn't even know there was a plane at the gate.

The BR715 used on TWA's (and everybody else's) 717.
I must admit, they sound TERRIBLE on startup, like snadpaper in a manual transmission. But, once they get spooled up, they are VERY quiet. I sat in row 22- with a perfect view of the intake right out of my window. It was very pleasant.

I think this is true, it does depend on the plane.
I've remember reading stuff on the Blend Wing Body concepts by Boeing and Aerospatile that the reason for rear engine placement was to keep the noise down. In addition, there's less drag if the wing hits the air first instead of both.
Though it doesn't work with Concorde. 
I figure any high-by-pass ratio engine should take the trophy.
